that governs a large portion of electronic and phone surveillance by

Director of National Intelligence James Clapper joins National Security Agency Director Gen. Keith Alexander and Deputy Attorney General James Cole on the first panel of this hearing to discuss changes to the surveillance program.
A second panel features two experts on the federal surveillance and security programs.
