The Department of Homeland Security, Federal Protective Service has a
requirement to obtain Protective Security Officer (PSO) services at
federally owned or leased facilities in various locations throughout the
states of Iowa, Kansas, Missouri and Nebraska. The Contractor will be
required to provide and maintain all management, supervision, manpower,
training, equipment, supplies, licenses, relief, permits,
certificates, insurance, pre-employment screenings, reports, files,
administrative support and any other resources necessary to accomplish
the security services as defined in the Performance Work Statement
(PWS). The contract will require a facility security clearance. All
personnel supporting the contract will be required to meet FPS
training, certification, suitability standards and the security
services to be provided will include:
This acquisition is for approximately 1,000,000 hours of basic service,
100,000 hours of temporary additional services and 40,000 hours of
emergency security services per year. There are an estimated 600 guards
protecting approximately 200 posts at over 130 buildings. A
competitive 5-year indefinite delivery-indefinite quantity (IDIQ)
contract consisting of a 1-year base and four 1-year option periods for
PSO services is contemplated in order to maintain continuity of
operations, and ensure that FPS meets its mission requirements of
safeguarding federal employees and federal property, as well as
citizens at these locations throughout the states of Iowa, Kansas,
Missouri and Nebraska. The required class of security guard services is
Guard II, and the Government requires a mix of fixed and roving posts
assignments, providing interior and exterior coverage, with some posts
requiring 24/7 coverage. These essential security services include
access control to facility entrances and exits, employee and visitor
identification checks, monitoring security equipment, and roving
patrols of the interior and exterior of federal facilities.
